Waltham Forest Council is working with EDF and the chosen installer Golden Globe Merchants Ltd, to ensure that homes in the borough are upgraded to high energy standards. ECO4 funding is targeted to homes that currently have low or poor energy efficiency and are at band E or below on the Energy Performance Certificate (EPC). The ECO4 Scheme aims to provide funded energy-saving measures for vulnerable households.
You do not need to be an EDF customer to apply.

What is the Great British Insulation Scheme?
The Great British Insulation Scheme (GBIS) has been designed to work alongside the current ECO scheme, which is known as ECO4. The aim of the scheme is to help install energy efficient measures that can reduce your energy consumption and save you money on your energy bills. The scheme was launched in the Summer of 2023 and will run until March 2026.
How will the Great British Insulation Scheme help lower my bills?

GBIS is designed to fund the installation of single insulation measures, with cavity wall insulation being the most effective and efficient measure to be installed
Who's eligible for the Great British Insulation Scheme?
General Group
*You Are Eligible if you
- Live in a home that falls within Council Tax bands A-D in England,
- Live in a home that falls within Council Tax band A-E in Scotland or Wales
- Have an EPC rating of D or below
If you’re eligible, you may receive a single insulation measure. This group does not include the private renter sector.
Low-income Group
*You Are Eligible if you
- Receive means-tested benefits
- Have an EPC rating of D or below
If you’re eligible, you may receive a single insulation measure.
Properties with EPC ratings of F and G in the private rented sector will not be eligible for insulation measures. However, properties with EPC ratings of D and E can receive insulation measures, but heating control measures will not be installed.
If you’re eligible, you may receive a single insulation measure, either cavity wall insulation or loft insulation. Properties with EPC ratings of E,F and G in the private rented sector will be eligible for insulation measures. However, heating control measures will be available only for Owner occupied with low income only.
